The currently accepted prime meridian of Mars is centered on the crater [https://en.wikipedia.org/wiki/Airy-0 Airy-0]. From there you can measure longitude using any system, degrees/minutes/seconds, decimal degrees, east/west, positive/negative, [lon, lat], [lat, lon], whatever. The prime meridian's location is fixed, but after that all bets are off.
