Food can be produced without agriculture in biological reactors. These would use bacteria, yeasts or other microorganisms to produce protein and carbohydrates is vats, or reactors.
This is an active area of biotechnological research that has yielded some results, such as Solarfoods[1]. May not yet be ready for human consumption though.
