A settlement will require places of assembly. Facilities for a small outpost may simply be the cafeteria. For a larger colony or settlement this may include convention halls, forums, meeting rooms, movies and live performance theaters.
Large volumes are difficult to produce on Mars as they are subject to construction complications. Internal pressure from the colony atmosphere adds a construction complication that does not exist on Earth. So places of assembly may be expensive.
