A settlement can be analyzed/divided into a number of functions, that are accomplished in different facilities.
Settlement facilities divide into buildings (or areas, at a smaller scale) and infrastructure. If you want to create a settlement you will need some combination of these elements. Settlement systems are used in the facilities to accomplish their function. Facilities are used either for production or services.
